Just because the water is cold doesn't mean the sun won't be out. For your feet, the ideal option is a pair of wetsuit booties. But sneakers or closed toe sandals with heel straps will work as well. Beware that some items like hats and sunglasses can fly away, so make sure they have straps if you wish to wear them. Cameras are not recommended, as you need to pay attention so as not to fall out of the raft.

It is also possible to lose your camera in the water. Typically, the only requirements needed for beginner level rapids are an ability to swim, as well as good general health, as the maneuvers and exercise can require a bit of stamina.
